I have a 15-year-old son who has his own iPhone and Apple ID. I used to pay for his extra iCloud storage by linking my credit card to his account, but he sometimes signs up for free trial subscriptions and forgets to cancel them, which ends up costing me money. I've decided not to keep my card on his account anymore, but I still want to pay for his iCloud storage. Is there a way to do this without my card being used for in-app purchases or subscriptions? I'd like for him to handle those on his own.

You might want to set up a family sharing plan. This way, you can control purchases and require your approval for any app or subscription purchases. You could subscribe to the storage under your primary account, which the whole family can use.
I'm an Android user, so I can't do the family sharing plan. It seems I need an Apple device to set it up.
If family sharing isn't an option for you, consider giving him an Apple Gift Card. Just make it clear that if he wastes the money, you won't be covering any storage fees later.
I recommend using Privacy.com. You can create a debit card linked to your bank account with a spending limit, so you can set it for the iCloud storage amount. If he tries to spend on anything else, the charge will be declined. Plus, you can revoke the card anytime without needing access to his phone.
iCloud family sharing might actually be the best solution here.
