I bought a prebuilt PC with an Intel Core i9-13900K and a 4070 back in late 2022/early 2023. Recently, things have taken a turn for the worse. Over the past 2-3 months, I've experienced frequent app crashes—Chrome crashes every few minutes, Xplane 12 crashes during flights, and even Netflix and file explorer aren't working properly. Additionally, my computer is unexpectedly loud all the time, even when idle. I managed to quiet it down temporarily by disabling Turbo Boost 3.0 in the BIOS, but that has also cut my performance in half. I'm aware that the 13900K and 14900K might have stability issues, and I'm considering getting a replacement i9-13900K and doing a BIOS update. Any advice would be greatly appreciated!

You might have luck with a return or replacement from the place you purchased it. Otherwise, Intel's website has an RMA form you can fill out. They should be able to assist you with the issues you’re facing. It’s worth exploring!
It sounds like your CPU might be heavily degraded. Beyond just lowering the power limits and boost frequencies, I'd guess you might have faulty RAM. Such issues usually emerge after overclocking. BIOS updates could help, but that’s mainly for a new CPU. I’d recommend getting a replacement and flashing the BIOS as soon as you can.
