I recently reset my laptop and used the cloud download option to reinstall Windows. However, every time I turn it on, it just stays on the loading screen with spinning dots before it powers off and restarts. I'm not sure how to fix this issue. Any suggestions?

It sounds like your laptop might be stuck in a boot loop. When you were installing Windows, did you remember to unplug the USB drive once the installation began? If it still tries to boot from the USB, that could cause this issue.
