I have an AMD Ryzen 5 5600X 6-Core Processor, and I'm noticing that even when CPU utilization is low, the temperatures are consistently maxed out at 95°C. Does anyone have insights on why this might be happening?

Your stock cooler, the AMD Wraith Stealth, isn't the best out there, but it shouldn't be overheating this much. It could be a few things: maybe the cooler isn't mounted properly, the thermal paste is old or dried out, or there might be dust clogging the heatsink/fan. Good airflow in your case is also crucial. I suggest checking these factors and reapplying some quality thermal paste if you haven't done so recently.
Reaching 95°C is right at the maximum temperature for your CPU, which means it could be thermal throttling to protect itself. This means your CPU slows down to handle the heat better.
