Isn't EXPO only applicable to DDR5? You're probably referring to DOCP for DDR4. If that's the case, based on what you mentioned about not having profile options available in the BIOS, you might face limitations there regardless of what you choose to upgrade to.
Have you checked if your current RAM has an XMP profile? Most DDR4 RAM at 3000MT/s does. If so, enabling that should help optimize performance. The difference between 3000MT/s and 3200MT/s is usually minimal unless you have better timings along with it. Plus, keep in mind that using 4 sticks can increase strain on your memory controller, which might lead to stability issues depending on your cpu and motherboard.
It's generally better to use 2 sticks for dual channel, which is more efficient. The performance difference isn't huge between 2 sticks and 4 sticks, so sticking with your 2x16GB setup might be the best route. It’s not that critical for DDR4, but stability is important.
