I've been experiencing a bizarre issue with my new build. Ever since I put it together at the end of 2024, my 9800X3D processor has been throttling down to 0.6GHz and then shutting itself down after reaching alarming temps of 105°C. It's odd because after a restart, everything seems to function normally again, but this can't be right!
Here are my specs: 9800X3D, Cooler Master Master Liquid ML360L V2 with Mastergel Pro paste, 4070 Ti, 32GB 6000MHz T-force RAM, and a 850W PSU. I've tried everything: different drivers, updating the BIOS, fresh installs of Windows, and changing various BIOS settings like X3D Turbo and PBO. The issue vanished for a while, but it just resurfaced after a fresh Windows install. My cooling setup seems okay, as the fans are running. I'm puzzled here—any insights on why this is happening? Would greatly appreciate any help!

Seriously, if your cooling isn’t doing its job, your CPU could overheat even during light use. Make sure all connections are solid, including the pump’s power, and that it’s working correctly. It might also be time to reapply thermal paste, as it can degrade over time.
When your CPU hits 105°C, it’s definitely throttling. Try removing the cooler to check for issues like a sticker left on, which could cause improper contact. And make sure everything is up to date, as that can help eliminate software issues too.

You might want to consider switching to a better air cooler if this keeps happening. The 9800X3D doesn’t really need a fancy AIO cooler since it doesn’t draw that much power—maybe that's a sign your current solution isn't quite right. If that doesn’t fix it, there could be other BIOS settings messing things up.
I'm leaning toward this option too. An air cooler might give me more peace of mind without the risk of pump failure.
Have you checked the mounting of your cooler? It’s possible the cooler isn’t seated properly. Make sure the thermal paste was applied correctly and that the sticker is removed from the cooler plate. Sometimes a loose connection can affect performance too!
I did reseat the cooler before, but the problem isn’t consistent—it goes away after the first thermal shutdown. Shouldn't it keep happening if that was the case?
