I'm looking for a Terraform Cloud alternative that can accommodate a large team operating in a multi-cloud environment. We manage several hundred workspaces across AWS and Azure, utilizing features like remote state, policy checks, and cost visibility integrated into our CI process. Lately, the pricing and organizational limits of Terraform Cloud have become problematic. What alternatives do people recommend for handling workspace orchestration, state storage, drift detection, and policy enforcement at this scale? Ideally, the solution should also include SSO and audit logging.

If you're using GitHub or GitLab, you might want to check out Terrateam. They have an open-source edition and support both SaaS and on-prem setups. It's tailored for GitOps and claims to offer competitive pricing. Plus, they're developing additional functionality with stategraph.dev, which could integrate well with Terrateam.
For cost-effective alternatives, Env0, Scalr, and Spacelift are great choices. These platforms cater to users transitioning from HashiCorp products looking for more affordable options. If you're interested in modern tooling, consider integrating CI/CD solutions like GitHub Actions or GitLab CI, although compliance could be tricky. Anton Babenko’s compliance.tf project provides useful modules that are compliant out of the box.
Spacelift is a solid option worth considering.
