Experiencing Low FPS and Stuttering with RX 6900XT

I've got a pretty solid setup with an AMD Ryzen 7 5700X3D and an RX 6900XT, running on an MSI MAG X570 TOMAHAWK WIFI with a total of 16GB RAM (2x8GB Kingston and 2x8GB G.Skill at 3600MHz). I've done some benchmarking with CPU-Z and Unigine Heaven, and everything seems normal. Even on UserBenchmark, my performance looks fine. However, I'm facing frequent stuttering and lower than expected framerates while playing CS2, and even in Brawlhalla—this super low-demand game—it feels like I'm using an ancient computer. My temperatures are okay, and I did a Windows reset with only Steam and Brawlhalla installed, but the stuttering continues. I've also got a power supply rated at 750W, which I think is bronze. Any thoughts on what might be causing these issues?

Have you considered that your bronze-rated power supply might not be delivering stable power under load? Even if it’s not crapping out or causing crashes, it could still be affecting performance. Just a thought!

But if Borderlands 2 runs perfectly fine, wouldn't that suggest the power supply isn't the issue? It's puzzling why such a demanding game runs well while lighter ones lag.

Exactly! That's what’s confusing me. I expected Brawlhalla to run smoothly since it’s much less demanding.
