7-Zip is a solid choice for creating password-protected zip files; I use it all the time at work. It even has an option for self-extracting .exe files, which means the recipient won’t need any special software to open them.
Have you thought about using PeaZip? It can block access to the password-protected files. Just a heads up, though—there might not be a visible popup to enter the password when accessing those locked files.
