If I were you, I'd return the 9600X and get a used Ryzen 5700X or even the 5700X3D, which you can pair nicely with your new GPU. Trust me, you'd be in a good spot performance-wise, just like with the 9600X.
Can you find a reputable vendor for the 5700X3D? All I see is the 5800XT. I'd keep the new motherboard for future upgrades instead of rolling back.

I saw a 32GB kit on sale for $261 recently. If money isn't an issue and you want the easiest route, just go with 32GB. Since you're upgrading, it's worth it; getting 16GB means you might be downgrading your setup in the long run.
