I've been playing Space Marines 2 lately, and I noticed that my FPS drops to around 27 despite my GPU only utilizing 30%. Meanwhile, my CPU is at a constant 100% usage. I checked a bottleneck calculator, which seemed to indicate my GPU is bottlenecking my CPU. Is there a way to fix this issue, or will I need to upgrade some parts? Here are my specs:
- i7-9700 3.00GHz (overclocked to 4.45GHz)
- RTX 2060 6GB
- 32GB DDR4
Also, after moving the game from an external SSD to NVMe, my FPS improved to 60-70 in some areas!

It sounds like your CPU is the real bottleneck here, not your GPU. When your CPU hits 100% usage, it's limiting the performance of your GPU. In CPU-heavy games like Space Marine 2, you actually want the GPU to be the one hitting its limits. Your i7-9700 should handle some decent FPS, so something's likely holding back your CPU performance or hogging its resources.

Could it be something in the BIOS settings that's limiting the GPU? It seems like that CPU shouldn't underperform like this!
