Why can’t my streaming PC see the HTPC unless I restart it?

I've been facing a strange issue over the last month. I have an HTPC that streams media to other computers on my network, and it's always on. My main computer connects to the HTPC without any issues. However, there's another computer—let's call it the Problem Computer—that only sees the HTPC after I restart the HTPC itself. While I can connect and stream on my main rig any time, the Problem Computer only recognizes the HTPC after that restart. It doesn't see any other devices on the network, just itself. All machines are on the same private network and can access the internet. I've checked the Function Discovery Providers and Resource Publication services; they're both running and I've tried restarting them without any luck. This setup has been functional for years, and I'm puzzled because I haven't made any significant changes recently. Any ideas on what might be going wrong?

Have you tried checking for any updates that might have been installed recently? It sounds like something changed if it started happening out of the blue. Sometimes updates can mess with settings and network configurations.

Still using Windows 10 on all devices, so no new updates there. I can't think of any changes either; the Problem Computer is mainly for streaming shows.
