I have an AMD Ryzen 5 5600X CPU with water cooling, and I'm facing a serious issue. When I turn on my PC, the CPU temperature shoots up to 110-115°C within just about 15 minutes, and then the system shuts down. This problem began after I rebooted my PC; while it was acting oddly before, the temperatures weren't as high. I've noticed that power usage jumps to 100% when I start the computer or open any applications or games. I haven't done much in terms of troubleshooting, but I did try to remove the screws from the water cooling block. Unfortunately, I couldn't get it to come off, so I stopped there.

You really should take the water cooling block off to check the thermal paste underneath. If it's old, it could be a problem. Also, consider how old your water cooler is; if it has been running for a while, it might have failed, causing poor circulation. And definitely check for leaks, as that can damage other parts.
It sounds like your thermal paste might have dried out, especially if you've had the cooler off before. If the heat sink isn’t seated right, that could definitely lead to overheating. You should check that.
By the way, what motherboard are you using? Sometimes compatibility issues can lead to unexpected overheating.
Have you tried booting into Safe Mode? It might help you see if the CPU still heats up with fewer apps and services running. If it does, I'd recommend checking the contact points at your water cooler to make sure everything's seated correctly.
