Help! Is My GPU Dead?

Hey everyone, I could really use some help here! I just completed my PC build, and while it powers on with all the motherboard and RAM lights glowing and the case fans spinning, my GPU seems to be unresponsive. The fans on my Sapphire 9060xt 16GB aren't turning on at all, and my monitor, which is connected to the GPU, isn't displaying anything. Here's what I've tried so far: shutting down and restarting, swapping the PCIe cables, changing the PSU ports, and reseating the GPU to ensure it's connected properly (it clicked in place). The monitor itself is working fine. Unfortunately, I can't access the BIOS since I'm new to this and don't have any PC buddies around. Is there anything else I should check or try? Have you checked if your CPU has integrated graphics? If it does, that could help you get a display signal while figuring out the GPU issue. Also, what do the diagnostic LEDs on your motherboard indicate? Any warnings?

I don’t have integrated graphics; it’s an ASUS TUF B850 Plus motherboard. The LED is orange, any idea what that means?
