First-Time Builder Struggling with No POST Issue

I'm upgrading my 10-year-old PC by building a new one from scratch. Everything seems assembled correctly, as the motherboard lights up and the CPU cooler fans are spinning. However, when I power on the system, the PSU DRAM orange light stays lit and does not turn off. I've reseated the RAM multiple times, tested different slots and sticks, removed the CMOS battery, and even tinkered with my GPU connections. The only thing I haven't done is reseat the CPU, which feels a bit daunting right now since the cooler is attached. My components include an Asus ROG Strix B850 motherboard, an R7 7800x3D CPU, a 9060XT GPU, and Patriot Viper Venom 2x16 GB DDR5 RAM. The RAM isn't listed as compatible on the Asus website, which worries me since I bought it in a panic when prices were rising. I'm wondering if I need to buy RAM that's officially compatible or if the incompatibility isn't guaranteed just because it hasn't been tested together. If it is indeed incompatible, what could be the issue? What steps should I take next?

Have you given the RAM enough time to train? Sometimes, it can take a while, especially during the initial boot. If you panicked and started troubleshooting right away, it might not have completed its training process yet.

I left it in for about half an hour because I was exhausted and had read about RAM training before.

I noticed that my RAM has both XMP and EXPO profiles. Do you think it could be stuck on XMP and not working well with the CPU? Is there a way to switch it to EXPO?
