I recently upgraded my graphics card from an RTX 3070 to an RTX 5070 Ti. I made sure to completely remove the old drivers using DDU before installing the new Nvidia drivers. However, now my PC takes about 2-3 minutes to restart, and it's pretty much frozen during that time with all the lights and fans running, which seems like the POST is taking way too long.
My setup includes a Gigabyte X570 AORUS ELITE motherboard, a Ryzen 7 3700X CPU, and 32 GB of RAM. I've made sure my BIOS is up to date too.
I'm at a loss about what could be causing this issue, as I've updated everything I could think of and even reseated the GPU. Also, when I try opening Netflix, one of my monitors goes black for a few seconds, but I'm not sure if that's related.
Any insights would be greatly appreciated!

One thing you could try is backing up your BIOS settings and then resetting the CMOS. Just remove the CMOS battery for about 20 seconds and then put it back in. After that, you can check for any fast boot settings in your BIOS or motherboard manual. Don’t forget that there's also a fast boot option in Windows. As for Netflix, it could just be that it activates a protected mode which might be normal behavior for your setup. You might want to consider using the Netflix app instead of the browser to see if that helps.
Have you tried manually setting the PCIe version to gen 4 or even 3 just to see if it makes a difference? Sometimes those settings need to be adjusted after a GPU upgrade.
