Why Am I Still Being Charged After Closing All My AWS Services?

I've shut down all my AWS services, but I'm still getting billed. When I check the global view, I see some Managed Prefix Lists in regions I've never used, and it looks like I can't delete them because the option is disabled. Could these lists be causing the charges, and if so, how can I get rid of them?
