Advice for Building a PC Around an RX 9070 Graphics Card

I recently got an AMD Radeon RX 9070 graphics card with 16GB of memory, and I'm looking to build a new gaming PC around it. My main focus will be gaming, but I don't usually play super graphics-intensive titles. The most demanding game I play is probably No Man's Sky. I also enjoy strategy games like the Civilization series and Paradox games such as Europa Universalis and Stellaris. I've noticed Stellaris tends to slow down significantly in late-game due to population and ship calculations, which seems to be a common issue. I'd like to upgrade my setup since I can't run No Man's Sky at full graphics settings with my current 10-year-old system, which has an i7 processor running at 3.6 GHz, an Nvidia GeForce GTX 1050ti (4GB), and 16GB of RAM. I have a budget of $1,000 (not including the graphics card I already have). Any recommendations would be greatly appreciated!

The Ryzen 7 5700X3D is a solid choice if you're focused on Stellaris. If you want to stick with your current RAM, you might opt for an AM4 motherboard along with the 5700X3D, and you'll likely spend less than your $1,000 budget!

Just a heads-up—consider what type of RAM you currently have. Since your setup is fairly old, there's a chance you might still be using DDR3 memory.

If you have a Microcenter nearby, I'd suggest looking into an AM5 bundle deal with something like a Ryzen 9 9800X. You already own one of the more expensive components, so your budget can stretch pretty far—definitely consider buying used RAM to save some cash. It might be time to retire that old Intel rig and start fresh!
