Is a 650W Power Supply Enough for an RTX 2080 Super at 1440p?

I'm curious if a 650W power supply can handle an RTX 2080 Super while gaming at 1440p. I've been experiencing some coil whine issues, and I'm wondering if that means I need to upgrade my power supply or if the graphics card itself could be the cause.

If you have a solid 650W PSU, it should work well for the RTX 2080 Super. Just make sure it's one that's rated for higher performance, like an 80 PLUS certified unit.
