I'm looking for recommendations on open-source software that allows users to submit IT tickets through email, while the IT department can manage these tickets within the system. Any suggestions would be greatly appreciated!

Have you tried OTRS? It's easy to configure it to accept tickets via email. Just a heads up, it's a bit clunkier compared to something like Zendesk.
