I'm looking for recommendations on open-source software that allows users to submit IT tickets through email, while the IT department can manage these tickets within the system. Any suggestions would be greatly appreciated!

Have you tried OTRS? It's easy to configure it to accept tickets via email. Just a heads up, it's a bit clunkier compared to something like Zendesk.
I recommend GLPI. We've been using it for asset management alongside ticketing, and it has worked really well for us.
Zammad is a great option! It integrates well with various platforms, including Microsoft 365, which might be useful for your setup.
