Your build looks solid! If you're worried about storage, consider adding a 2.5-inch SATA drive alongside your NVMe. They're affordable and can store games or clips without major slowdown.
For power protection, a surge strip is good, but if the power quality is really bad, a UPS is the way to go. It will keep your PC safe from surges and give you some backup during outages.
Honestly, you might want to save some cash and go for the 7800X3D instead. The 9800X3D is more than what most gaming setups need unless you have specific high-performance tasks in mind.
