I've been locked out of my Azure tenant for the last six months because I've lost access to the two-factor authentication method I used. Despite not being able to log in, I've still been getting billed every month. What steps can I take to regain access to my account so I can close it?

Have you tried resetting your 2FA? There might be a way to do that through the Microsoft account recovery options.
You might want to reach out to Microsoft support for help. They should be able to assist you in recovering your account, even if you can't access the 2FA now.
If you have a 'breaking glass' account, which is a backup admin account, use that to regain access. It's designed just for situations like this!
LOL, I guess that’s the right time to use it!
If all else fails, you could cancel your credit card to stop those monthly charges.
