I've been struggling with a licensing issue related to Entra for a while now. Here's the situation: I have a main business tenant set up for B2B, and I've also created an Entra ID External Tenant for B2C. The problem arises because I need certain functionalities in the External Tenant that require an Entra P1 or P2 license. However, I can't seem to purchase, use, or assign any licenses within the External ID Tenant at all. It appears impossible to obtain these licenses, and using licenses from a member in both tenants just doesn't work because each tenant needs its own. I've been dealing with Microsoft support for the past two months to no avail, and it's frustrating because it feels like they're still focused on the RBAC/AD side of things, not fully understanding how Entra operates. If anyone has a solution or workaround for this dilemma, I would greatly appreciate it. I'm starting to think choosing Entra for our security needs was a major mistake.

Could you clarify whether you’re using an "External Identities" tenant as opposed to a full-fledged "B2C" tenant? The distinction is important and may be part of the confusion you're experiencing.
Just a heads up, B2C tenants actually use Monthly Active Users (MAU) for licensing, not P1/P2 licenses. You might want to double-check if you're looking at the right requirements for the features you need!
