I'm upgrading computers in our office and have set up two identical systems. Both use an AMD Ryzen 9700x CPU, AIO cooling, and the same motherboard and RAM specifications. My PC runs without any issues, but the other one keeps thermal throttling, dropping down to about 600MHz. I've monitored it with HWINFO64, and the temperatures are consistently between 50 and 60°C even under heavy load, with the voltage remaining stable. I'm at a loss for why this is happening. Any ideas on what could be causing the throttling?

Have you considered the case's airflow? Even with a 240mm radiator, if the case doesn't have proper ventilation, hot air can get trapped, leading to throttling. Make sure there’s good airflow from the front to the back of the case to exhaust warm air.
It sounds like your AIO setup might be the culprit. Double-check if the AIO pump is functioning correctly and ensure there's no protective film left on the heatsink. You should also verify that the fans are running and that they're connected to the right fan headers with a proper fan curve in the BIOS or through software. Sometimes, simple installation issues can lead to throttling problems.

I checked the AIO installation, and there was no protective film. The thermal paste looks good too, and the pump is working. It's a 240mm radiator.
