Honestly, screen time works pretty well for us. We limit everything except for essential apps like iMessage and FaceTime. You might want to start with really short limits and see what happens. If your kid keeps asking for more time, it might be going to another device they have access to. Just a thought!
I think your kid might just know the password! Try changing it to see if that helps. I've seen kids figure out these things without their parents even realizing it. It's worth a shot!
