I'm totally new to building PCs and I'm looking to get into video editing and 3D animation, maybe even some game development. I'm considering a setup with a Xeon E5 2680v4, an RTX 2060 Super, and 16GB of RAM. Do you think that's a decent way to start out, or should I be looking at something else?

Just to add on, the Xeon might seem cheaper now, but you could end up with software problems down the line due to its age. Most media software now recommends more recent processors, so you might want to consider investing a bit more for long-term use.
I actually wouldn't recommend going for the Xeon E5 2680v4. It's pretty outdated—released back in early 2016. Most motherboards for it are recycled from older server boards, which might lead to reliability issues. Modern alternatives, like the Intel i5-12400F or the AMD Ryzen 5 5600, outperform it significantly in multi-core tasks. They also have advantages in terms of compatibility with newer software like Adobe and Windows 11, which will save you some headaches in the long run.
If you're aiming for a budget PC under $300, that setup could work. Xeon processors paired with a 2011-3 motherboard allow you to use RDIMM DDR4 RAM, which is generally more affordable. You could even get 32GB for about $75, which is a steal! But I'd still be cautious on the performance side since it's an older chip.
