How to Tell if My GPU or PSU is Failing?

I recently bought a used PC, and I'm encountering some issues while gaming. Whenever I play demanding games like Witcher 3 or Bannerlord, I sometimes experience crashes, and I've noted that lighter games can also trigger it occasionally. Interestingly, it seems I experience fewer crashes when I avoid alt-tabbing during gameplay. I've also seen graphical artifacts while playing games like RDR 2 and Witcher 3, though switching Witcher 3 from DirectX 12 to 11 stopped those artifacts. My monitor occasionally shows a green screen, which leads me to believe the GPU is stopping output. Afterward, it either restarts or I have to shut down my PC manually. I also see error codes 22 and 31 related to the GPU in Device Manager after these incidents. I ran a VRAM test with Memtest for five minutes, and no errors were found. However, when testing power using OCCT, I discovered an error after a couple of minutes. I've tried reinstalling drivers with DDU, reseating the graphics card, and I'm unsure whether the problem is stemming from the GPU or the PSU. I'd hate to replace the PSU only to find it doesn't solve the problem. My specs are: GPU - Radeon RX 6600, CPU - AMD Ryzen 5 5500, RAM - 16GB (8x2), PSU - Gamepower Gamebooster BST-ATX550WE.

For the error code 31, have you tried uninstalling the GPU drivers and reinstalling them? It's a good idea to double-check that cabling and reseat the card again, just to be sure everything is snug. Since you've already tried using DDU and reseating, just be cautious about how much you're pushing the GPU during testing.

It sounds like your GPU might be on its last legs, especially since you're seeing artifacts. Power issues can cause similar problems too, but they usually manifest differently. To really figure this out, try running a few specific tests like FurMark for the GPU or a PSU tester if you have one. If it shows errors again, that could help pinpoint the culprit.
