After Upgrading from 2080 Super to 9070 XT, Why Is My Performance Worse?

I recently upgraded my GPU from a 2080 Super to a 9070 XT, but I'm not seeing the results I hoped for. My setup includes a Ryzen 7 3700X, Asus X470-Pro motherboard, 32GB of DDR4 RAM, and a 750W EVGA PSU. While Destiny 2 runs great at around 100 fps (even on max settings), I'm struggling with other titles. Fallout 76 dropped from 70-80 fps to only 45-55 fps without any settings changes, and Where Winds Meet is barely playable at 20-30 fps. I tried some troubleshooting like converting my Windows drive to GPT and using DDU to uninstall and reinstall drivers, but I'm still having issues. I'm also concerned since I bought the 9070 XT open box—could it be a fake? I've also read my motherboard has PCIe 3.0 ports, while the GPU uses PCIe 5.0—could that contribute to the problem?

Try running benchmark tests to see if your GPU is drawing enough wattage. Check it with GPU-Z and tools like OCCT. If something looks off, you might need to consider returning it.
