I'm having trouble entering the BIOS on my Gigabyte Z87-HD3 motherboard with F6 BIOS version. It seems my keyboard doesn't receive power when the BIOS option shows up during boot. The only way I've been able to access the BIOS is through the advanced boot options in Windows Recovery. Even then, I can't seem to control my keyboard or mouse in the BIOS environment. I've tried connecting my keyboard to every USB port on both the back and front of the motherboard. I had previously entered the BIOS through Windows Recovery and was able to reset the PC while in there, which got my keyboard powered during boot for a time, but that doesn't work anymore.

Consider trying a really basic keyboard, something like a cheap wired one without any extra features. It can sometimes help to troubleshoot issues like this.

I’m using a Logitech K120, which is as basic as it gets, so I didn’t think that would be the issue.
