I had to store my PC in a cold room for a month, covered in a garbage bag and inside a PC case box due to some circumstances. Given the recent cold weather and storms in NYC, what steps should I take before attempting to power it back on? Is it safe to turn on my PC, or could it be damaged? I also have an NZXT Kraken Elite 360mm AIO cooler that I forgot to mention earlier.

It should be fine to turn it on! Just make sure there's no condensation inside before you do. If it looks dry, go for it!
