I'm having a strange issue with my RTX 5070 while gaming. The GPU usage barely goes above 50-60%, no matter the graphics settings I choose (whether low or ultra), and I'm experiencing really unstable FPS. My system specs include an RTX 5070, Ryzen 7 5800X, and 32 GB of RAM running at 3800 MHz with XMP enabled. I've ensured I have the latest NVIDIA drivers, and my GPU temperature stays around 60°C while the CPU is about 70°C during gameplay. This odd behavior persists across multiple games, and despite getting okay FPS, they fluctuate significantly. I've already tried a clean driver install, ensured my RAM overclock is stable, set my power mode to High Performance, checked BIOS settings, and monitored CPU/GPU usage and temperatures. Benchmarks suggest that similar setups have higher GPU usage and steadier FPS than mine. I'm at a loss and suspect I might have a CPU bottleneck, a hidden BIOS setting, a driver issue, or possibly a faulty GPU. Any ideas on what to do next?

Sometimes, resetting all settings to default can help a lot, even if it feels counterintuitive.
Fluctuating FPS isn't always a bad sign, but using a benchmarking tool like 3DMark could give you more insights.
I did run 3DMark and scored 22,482 in Time Spy, which seems alright.
What games are you testing? Sometimes specific titles can have their own quirks.
I've tried a bunch of games like Spider-Man Miles Morales, Resident Evil 4, and Dead by Daylight, but the issue persists across all of them.
Playing at 1080p tends to put more load on the CPU. Increasing your resolution to 1440p might help balance the load.
Actually, I'm gaming at 1440p already, so that's not the issue.

I already tried that! I reset everything to default and even reinstalled Windows, but it didn't fix the issue.
