Hey everyone! I just finished building my first PC, and I'm facing some performance issues. Here are my specs: ASUS TUF Gaming B850 Plus WIFI Motherboard, Ryzen 7 7800X3D CPU, Arctic Freezer Pro III 360 AIO Cooler, Radeon 9070 XT GPU, Crucial T705 1TB SSD, and Corsair RM850x Power Supply.
The system booted up fine, and I installed Windows without any problems, but I've noticed that the PC is really laggy. I updated the BIOS, chipset, and graphics drivers to the latest versions, and checked the temperatures—they're all good.
I even reset the BIOS, ensured all power cables are properly connected, and tried reinstalling components, but nothing seems to work. The CPU is connected via two 8-pin cables, and I tried using only one, but the issue persists. Every time I boot up, the CPU LED on the motherboard briefly flashes red, which indicates that something's off.
Here's what I've observed:
- In the task manager, the clock speed goes up to a maximum of 0.48GHz.
- HWinfo64 shows my core voltage at 0.665V and clock ratios at x5.45 instead of the expected x42, giving me a clock speed around 554MHz. No thermal throttling issues are apparent, and the software didn't detect any hardware errors.
- The BIOS displays the low voltage, while clock ratios appear correct.

This sounds like a frustrating issue! If your CPU is running at such a low clock speed, one likely cause could be that your AIO pump isn't functioning properly. With that kind of low voltage and clock, your temperatures should be around 30 to 40 degrees Celsius. If they're climbing into the 80s or 90s, that's a clear sign of trouble with your cooling.
Also, check for bent pins on the CPU socket; that would cause similar problems. You could try using a software tool like Throttlestop to help diagnose throttling issues, although keep in mind it might not work with AMD CPUs. Let me know if you find anything after checking these!

Thanks for your help! I checked the BIOS, and both my AIO and fans are working fine. Throttlestop doesn't seem to do much for AMD, and my temps are below 40 degrees. Could a faulty motherboard be the culprit?
