I currently have a 5070 with a 5800XT GPU, but I'm running into some bottlenecking issues while gaming. I want to upgrade my CPU, but I'm hesitant to switch to the AM5 platform and DDR5 memory due to the high prices. What are my best options for a CPU upgrade without going that route?

You might want to consider either a used 5700X3D for around $400 or sticking with DDR4 and looking at the i5 12600K, which works great for 1440p and even 4K if you're feeling adventurous. Just keep in mind how much you're willing to spend.
If I were you, I’d just hold off a bit longer for DDR5. Your current CPU will work fine until you can afford a complete upgrade; those new setups will be a game changer in the long run!

I'm usually on high/ultra settings at 1440p, getting 60-85 FPS, with CPU usage around 97-99% and GPU at 60-65%. So it does feel a bit limiting!
