I have an HP Victus laptop that won't progress past the spinning dots screen when I try to boot into Windows. I've run a software test that says everything is fine, so I'm thinking it might be a hardware issue. Does anyone have any suggestions or ideas to troubleshoot this?

It sounds like your laptop isn't loading the system files correctly, which is why you're stuck at the spinning dots. Have you tried booting into Safe Mode? That might help you get around the issue.
Sometimes this can happen after Windows updates, especially on Windows 10. Which version are you using? If it's been stuck for a while, you might want to try hard rebooting your laptop after waiting for an hour or two. Just hold down the power button until it turns off and then turn it back on.
