Using an oscilloscope could help you monitor voltage levels, but you need to know where to connect the leads. Have you tried plugging your setup into a different circuit in your house or even a different location? It might sound weird, but sometimes the wiring can mess things up.
You can’t really check the voltage over time without some proper tools, like an oscilloscope. But have you made sure to disable any power-saving settings for the USB controllers? Also, check for any visible shorts in your setup. I/O shields can help if you don’t see any obvious problems.
