I've got a Ryzen 7 7700 paired with a B840M motherboard and a Thermaltake PA 120 SE cooler. My CPU is sitting around 39-40°C at idle, but when I'm gaming, it shoots up to 78-85°C. Is that typical for this setup?

Totally agree, it's within the normal limits. The max operating temperature is 95°C, so you’re well below that. If you’re still concerned, maybe consider undervolting it; there are plenty of tutorials out there.
