Is My 650W Power Supply Enough for My RX 9070 XT?

Hey everyone! I recently bought an Asrock Challenger RX 9070 XT after a friend convinced me it was a good deal. I've done some tweaking on my GPU, undervolting it and overclocking the VRAM. Currently, I'm using a Gigabyte 650W ATX 3.1 PSU. AMD recommends a 750W PSU, but my friend says his setup runs fine on 650W. I'm wondering if my system is genuinely fine or if I should upgrade to a 750W. What are the potential issues I might face if I stick with my current PSU?

My CPU is a 5700X3D and it barely hits 100W. Even under stress tests, I haven't seen it go over that.
