I personally wouldn't pay $1000 for a 3090. While it’s a good card, I’d suggest looking into a 5070 Ti unless you specifically need that 24GB of VRAM for productivity tasks.
For such an expensive card, it's best if you can see it running first or at least get lots of detailed pictures and videos from the seller. Although eBay has buyer protection, it might take time to resolve issues if you face any scams.
