I had a similar problem with my 9950X3D setup. No matter what I tried in the BIOS or with stress tests, my CPU wouldn't reach its potential. It turned out to be a bug in my motherboard's BIOS version. Reverting to an earlier BIOS fixed everything. Might be worth trying for you as well!
