Why is my GPU only at 40% utilization while gaming?

Hey everyone! I recently built a gaming rig with a 4090 GPU and a Ryzen 9 7950X3D CPU, and I'm playing Arc Raiders. However, I'm seeing only 38-40% GPU utilization and around 30% CPU utilization while gaming at 1080p with V-Sync off and Expo enabled. My temperatures are all good, but I'm getting only 130-160 FPS, which is quite frustrating. I just reinstalled Windows, thinking it might help, but the issue persists. Any advice on how to improve this? Thanks!

Funny enough, I've noticed that my GPU utilization spikes to about 86% in practice range, which gives me 80 more frames compared to public games where it drops to 40%. Have you noticed any similar patterns in your gameplay?

It makes sense that your GPU utilization is low since you're playing at 1080p. Typically, the CPU should be working harder in this scenario. Have you checked your CPU usage? It should be higher than what you're seeing.

My CPU is only at 33% utilization. Isn't that weird? I'm not super tech-savvy, so I'm not sure if that's normal.

Your CPU might be the bottleneck here. At 1080p, the CPU often can't produce enough frames for a powerful GPU like the 4090. You might want to check the per-core CPU utilization because the cores the game uses should be close to maxing out. Also, try enabling DLSS Frame Generation to squeeze out some more frames!

How exactly do I check the per-core CPU utilization?
