Why Am I Getting Low FPS with My High-End GPU and CPU?

I'm experiencing frustratingly low FPS in games despite having a powerful setup. I have an NVIDIA 4070 Super GPU paired with an AMD 7700X CPU, and it doesn't seem to matter what the game settings are. For example, in Cyberpunk at 1440p, I'm getting only 55-60 FPS whether I set everything to low or max out the ray tracing. It almost feels like there's a hidden FPS cap, but I've checked everything and can't find one. I've looked into the Nvidia Control Panel, ensured my in-game settings are correct, and made sure XMP, CPU boost, and resizable bar are enabled. My CPU usage is around 40-50% and GPU utilization is only about 30-45%, which doesn't suggest a bottleneck. Temperatures are fine, too. Can anyone help me figure out what might be going wrong?
