You really shouldn't worry about it too much! Even with higher-end cards, going with PCIe 3.0 might only cost you about 2-3% in performance, which you probably won't even notice while gaming.
The RX 6600 is limited to 8 lanes, so you're right to be cautious. Most of the time, the difference is minimal unless you're gaming at 4K with heavy texture packs. Stick with 1080p or 1440p, and you might only see a 1-3% drop in performance, which isn't significant.
