I recently set up my PC again after a couple of years of not using it. When I first powered it on, it went straight to the BIOS settings. After exiting BIOS, it wouldn't boot into Windows. I tried resetting all settings to default and ensured the boot drive was set correctly, but now it only says, 'Reboot and Select proper Boot device or insert Boot Media in selected boot device and press a key.' I've also lost the ability to access BIOS by spamming F2. What should I do?

It sounds like there might be an issue with your hard drive or SSD, especially since it's been offline for a while. SSDs have a limited time to hold data without power, so if it was just sitting for 1-5 years, data might be corrupted. I'd recommend disconnecting all drives from your PC (including hidden ones like m.2 SSDs if you have them) to see if you can access the BIOS again. If you can, you'll likely need to reinstall Windows from a USB.
