Why is my powerful PC underperforming?

I'm having some issues with my PC not running as well as I expected. Here are my specs:
- GPU: RTX 4090
- CPU: AMD 7800X3D
- RAM: 32 GB DDR5 6000 MHz
- Motherboard: MSI (not sure which model)
- OS: Windows 11

Since building this PC, I feel it has been underwhelming. I upgraded from a 3070 thinking I'd see a big difference, but the performance hasn't improved significantly. For instance, I've been playing Marathon lately, and I'm struggling to reach 100 fps on medium settings at 1440p. Friends with lower-end systems are getting better performance than I am, which is really frustrating. I'm curious if there's a bottleneck or if something is off with my setup. Any help would be appreciated!
