I need some help with my PC that won't boot. When I press the power button, the fans run for about 10 to 15 seconds then turn off, only to restart repeatedly with no display. My PC is around 6 years old and was working perfectly until I cleaned some dust and rearranged the cables to make things look nicer. I specifically removed and reattached the 24-pin and CPU cables on the motherboard, and I just reorganized my hard drive and SSD. After sealing the case, the fans spun for 1-2 seconds before a ticking sound happened and everything turned off with no display, which keeps repeating. I took out all SATA devices and the GPU, leaving just the motherboard, CPU, and RAM. Now, the fans either spin for just a couple of seconds or up to 20 seconds, but they always turn off and restart. I can't figure out what the issue is. I even removed the CMOS battery and put it back. Currently, it's just the CPU, RAM, GPU for display, the 24-pin, and the CPU cable connected. I'm really hoping my PC isn't dead. Any suggestions?

It's important to check your cables! Did you wear an anti-static wristband while working on the motherboard? Having just the motherboard powered on (with no processor or drives connected) could help identify if it’s a board issue. I know it sounds basic, but sometimes it helps to go back to the basics.
Make sure to double-check all your cable connections, especially for the fans, motherboard, and GPU power plugs. Also, be sure you unplugged the system while you were rearranging things. Sometimes connection issues are easy to overlook!
I double-checked everything but still no luck. I made sure to unplug the system as well.

I did try booting without the HDD or SSD. I didn’t wear a wristband though—just had the motherboard on a cardboard surface while I worked on it.
