I've been using a Windows 11 PC where Secure Boot was working fine, but now it seems to disable itself. It sounds like a BIOS issue on your end. Secure Boot shouldn't just turn off by itself. You might want to check if your CMOS battery is getting weak, as that can also cause issues. After enabling Secure Boot, some systems will show a low-resolution screen to confirm changes, which can be tricky for certain GPUs and monitors. If you have integrated graphics, try switching to that to see if you can view the confirmation screen.
