I'm leaning towards FaxZero or GotFreeFax since I'm willing to pay to remove watermarks and send internationally, but I've heard mixed reviews and I'm not sure how dependable they are. From my experience, FaxZero works just fine! You'll get a delivery report via email, which is really helpful. I’ve only used it for domestic faxes, so I can’t speak to international reliability, though.

I don’t personally use pay-as-you-go, but I’ve heard good things about Concord Fax. They're supposed to be pretty reliable for sending documents without a subscription.
