Experiencing CPU Spikes with My 9800X3D in Menus, Any Tips?

I'm having an issue with my 9800X3D where the CPU gets really hot, especially in static menus like the ones in Elden Ring or Battlefield 6, even though my temperatures are fine during gaming. Despite having a global framerate cap at 244 fps, I see the CPU pushing power and temperatures up to around 85°C in these menus. This also happens when I alt-tab to open a browser. I suspect this might have started after some chipset and driver updates and even after trying to revert my BIOS settings, the problem persists. I've also reseated my AIO cooler, but nothing seems to fix it. Is this something others have experienced too?

You might want to try undervolting your CPU a bit. I have the same processor and it runs hot. I did a slight undervolt in the BIOS, not too drastic, and it made a huge difference in my temperatures without affecting performance. Definitely worth a shot!

I actually just set a -20 PBO curve for all cores as a quick fix. Didn't want to spend too much time tweaking each core. Hopefully, it helps!

I've got a pretty solid AIO, and my CPU usually stays below 70°C, even under heavy load. It sounds like your issue might be more related to GPU temperatures instead. Is this happening in all games or just the ones you mentioned? Also, how are you capping your global FPS? Using your graphics card settings?

Consider setting your pump speed to a constant 80% instead of letting it vary. It helped my temps significantly when my CPU was under heavy load, plus it should prolong the pump's life since it's not constantly changing speeds.

I've got my pump at a constant 80% too, but I had to dial it back a bit because it gets noisy when I'm studying or doing something outside of gaming.
