I recently disabled secure boot on my computer, and now I'm having trouble accessing my Windows account. When I try to enter my PIN, it just prompts me to change it instead. However, every time I attempt to change the PIN, I get an error message saying to please retry. I'm not too concerned since I've installed Arch Linux on another drive and recovered my important files, but I would like to find a way to access Windows again without having to purchase a new key.

You probably don't need to buy a new key. Your Windows license key is usually stored in your BIOS or linked to your Microsoft account. You might want to check those options first before considering a reinstall.
I experienced a similar issue after turning off secure boot for Linux. However, I found that I could log in using my Microsoft account password. You might want to give that a try!
If you're getting a message about being offline, it could be a network issue. Make sure your internet connection is stable when trying to reset your password.
