I'm wondering if I can add a 16GB DDR4 2666MHz RAM module to my laptop that already has a 16GB DDR4 3200MHz RAM module, especially since my laptop's motherboard is limited to 2400MHz. Will this setup work safely without causing issues?

If both RAM sticks are JEDEC compliant, like having CL19 for 2666 and CL22 for 3200, they should default to the lowest speed, which in your case is 2400MHz without any problems.
